Knowing what is going on within the sector
Since the introduction of the Child Care Act in 2005, child care organisations are seen more and more as commercial organisations. Child care has become a market with internal competition. Within this context, it is fitting that organisations be professionalised. The demand for child care is determined to a large extent by the developments on the job market and the measures which are taken with respect to the child care allowance.
Subsidised and unsubsidised work with toddlers is often also included in this sector. Such work has undergone its own development, prompted in part by the qualitative measures taken by the government. The Development Opportunities through Quality and Education Act (OKE), which comes into effect on 1 August 2010, is evidence of this.

The expertise of the multidisciplinary sector
...covers such areas as:
-
Auditing and reporting. Mazars has broad experience with respect to auditing child care organisations. Through the various legal forms of child care organisations, we possess not only thorough knowledge of the laws and regulations relating to foundations (RL 640 ‘Not-for-profit organisations’ and RL 630 ‘Commercial foundations and associations’) but also knowledge of the annual accounts law applicable to companies. In addition, we have broad experience with respect to auditing subsidy reports on working with toddlers and pre-school and early childhood education.
-
Organisational structures. If you no longer want to organise the child care as a foundation but rather as a company or as a new activity incorporated into a new entity, Mazars can guide you through the process of optimising the restructuring.
-
Taxation. Our tax consultants can advise you on all fiscal aspects related to child care in the areas of VAT, wage tax and corporate income tax (e.g. supplying personnel, volunteer reimbursements).
-
Governance and internal control procedures. Good governance, such as risk management and the functioning of an independent supervisory body, is still being developed for the child care organisations. Mazars can advise you on the details of these issues.
- Liability. Directors’ and officers’ liability, supervisory authorities’ liability and the prevention thereof are important issues to take into consideration. Mazars can advise you in this regard.
