Housing corporations

In accordance with the duties set out in the BBSH legislation, housing corporations are to undertake, without profit motive, the construction, management, and rental of affordable living accommodation, and, as such, form the linchpin of the Dutch public housing sector.

Developments for housing corporations

In recent years, housing corporations have been confronted with changes in regulations that have directly affected their core business (for example, the separation of social and commercial activities, pressure on loans guaranteed by WSW, introduction of vpb obligation, termination of the concession on the VAT integration charge).

What is more, housing corporations have recently encountered a stagnating housing market, with an increase in integrity incidents (building fraud, excessive remuneration for directors, and unacceptably risky investments) and with increasing criticism of the commercial activities of housing corporations.

The changed environment for the Housing Corporation requires a continuous process of adaptation within the organisation.

Mazars adds value

Mazars facilitates the required dynamism and flexibility on the financial-legal side of the organisation by, for example, anticipating on the demand for alternative forms of financing and PPS (Private-Publice Collaboration) structures for housing corporations.

Mazars is also looking into ways of making the housing stock financeable for the renter. For example, Mazars is currently developing an intermediate form between renting and purchase, through which significant tax advantages can be achieved for both the housing corporations and the users.

New legislation and new forms of collaboration also often necessitate modification of the structure of a Housing Corporation or of a city renewal body, and here Mazars can contribute to the fiscal optimisation of the structure.

In addition to facilitating the financeability and (re-)structuring of housing corporations and city renewal bodies, Mazars gives tax advice on real estate transactions and urban (re-)development (VAT, transfer tax, local authority charges, company tax).
